ACTION  ALERT FOR EVERY OREGON BASS MEMBER

The Tenmile Basin Partnership has proposed and regulation change to remove the 15” maximum size limit on largemouth bass at Tenmile Lakes.   They are pointing the finger at this regulation for being out of compliance with their Coho recovery plan.    It has been passed through the regulation review committee on to the public review process. 
 
If you think size matters.   You need to join the fight to defeat this proposal.     There are many ways you can help.    
 
Warm bodies at the public meetings and commission meeting are super important.
 
If you can attend any of the 11 regulation review public meetings that are happening around the state in May that would help.   You only need to say, I want to keep the 15 “ limit on bass at Tenmile Lakes.    Carpool to any of the meetings listed below and be heard.  
 
The Commission preview of the regulations will be on August 8th at ODFW Headquarters in Salem.   3406 Cherry Avenue NE.      We need to pack this meeting with bass anglers.
 
Every BASS Member should plan to attend the public meeting closest to them.   Listed below.
 
In addition, every member should write a short courteous letter to ODFW Director Roy Elicker at the ODFW Headquarters , 3406 Cherry Avenue NE.  Salem  97303.   
 
When you write to the Director feel free to share your enthusiasm for bass fishing.  Any mention of youth fishing experiences are great.    Fell free to use any of the information provided below.   Please don’t cut and paste everything.   Spend a moment and pick some things that you want to say.  Be sure to say that you want to retain the 15” maximum length at Tenmile, because it is good for the local community, the anglers and Oregon.

According to the US F&W 2001 survey of Black Bass, Freshwater and Trout (published in 2005)
There are 63,000 OREGON BASS ANGLERS.  
 
In 2001 the average Oregon Bass angler fishes 9 days per year.    This is not the average number of days fishing per year of the average Oregon tournament angler. 
 
That average amounts to 541,000 days of fishing for Bass in Oregon.
 
Nationally Bass Anglers spend 10.2 Billion in 2001.
 
Nationally the average Bass angler spends $949.00 per year on the pursuit of Bass.  
The national average equipment cost per bass angler is $342.00.
The national average trip related expenditures per year in 2001 was $437.00.  (food, lodging and transportation)    My guess would be that Oregon Bass Anglers trip related costs are higher than the national average.   Our average distance traveled is much higher than an average distance in east coast states.    
 
Oregon Bass anglers spent $59,787,000 on trips and equipment in 2001.
 
Ask any bass angler why they enjoy fishing one lake better than another.   Size does matter.
 
Lakeside is getting a share of that $$$ because the lake has a growing population of large fish. 
 
Oregon BASS Federation Conservation Director proposed the 15” maximum to protect the largest fish in the lake.   They needed protection because homeowners have removed much of the vegetation and large wood habitat that was used by the large fish.   The displaced fish were not surviving long enough to reach their full adult size.   Heavy fishing pressure and only a 85% catch and release ethic in play suggested that increasing smaller average sizes would be likely.   ODFW reviewed the regulation and found that it did not present a danger to the Coho fishery.

Dr. Bonar, the author, was did much of his doctoral work on Devils Lake.
His research design seems to be the most comprehensive that I have seen.
By taking the stomach contents of warmwater fish, checking for youngsalmon, has a lot of validity in my book.    His conclusion after studying 3 coastal lakes in Washington state was that warmwater fish prey on salmon much less than biologists has assumed.
 
In my humble opinion the bottom line for the merchants is a choice between better bass fishing and no coho fishing even IF the ocean conditions improve OR mediocre bass fishing where other lakes and the Columbia river may out compete Tenmile for anglers interest in the future and no Coho fishing even if the ocean conditions improve.  

This part is for your information only:
 
Look at who is in the Tenmile Lakes Basin partnership.  It is made up of the interest groups that have done the most damage to the coho salmon fishery in the past and continue to protect their own      Audobon Society:  The Cormorants eat more salmon in a day than bass eat all year.    Timber:  Logging silted in the salmon spawning creeks and dumps mud in year after year.   Agriculture:  They use of herbicides to kill brush, vegetation and aquatic plants and they let their cattle graze in the spawning creek.     Lakefront Homeowners:  They trashed the vegetation and the water quality with fertilizer on their lawns.   They removed the trees providing shade raising the water temperature.  They would like nothing more than to reduce your visits to their backyard.     DEQ: They don't like the scrutiny that anglers bring to the activities they allow to continue.   ODFW:  The S.T.E.P biologists just plain hate bass.   The real story is that the 15" limit promotes fewer  but bigger bass in the lakes.    Studies have shown that big bass would mean even predation on salmon smolt and fry. The regulation that they are trying to remove is better for Coho.   The terms Hippocrates and bigots come to mind.

NOTICE re. Oregon BASS 2008 Jr. State Championship & CastingKids State Championship
 
 
As noted below in the BASS news release. The BASS Youth Program, significant changes have occurred as BASS has moved to more closely align the Youth Programs with the adult Federation Nation processes.  With these changes we will need to qualify our 2008 Jr. State Champions and 2008 CastingKids State Champions in time for them to compete at the 2008 Western Divisional being held May 12th - 16th, 2008 in Coeur D'Alene, Idaho. 
 
Therefore, the 2008 Oregon BASS Jr. State Championship has been scheduled for APRIL 26, 2008 on the Willamette River out of Willamette Park in Portland, OR.  Specifics regarding check in and blast off times as well as entry forms, rules, etc. will be posted at a later date.
 
ALSO, a second Jr. State Championship event will be scheduled this year to qualify Jr. Champions to compete at the 2009 Western Divisional in May of 2009.  A possible date for this event is July 20th, 2008 (Sunday following the BASS Open) out of Scappoose Bay.  More on this later.
 
CASTINGKIDS:    The new youth format will have the CastingKids State Champions competing at the Western Divisional to determine Divisional Champions for competition in the National CastingKids Finals.  So, the CastingKids State Championship event must be completed not later than May 3rd, 2008.  The specific date is not yet set, but obviously this means any qualifying CastingKids events must be held as soon as possible. Kits must be ordered ASAP (minimum of 4 week notice to BASS for delivery of kits).  Please give this your best effort as it is a great opportunity for the kids.
