Minutes of Meeting

Minutes from last Meeting: Tom McArt reviewed minutes. Reviewed and accepted...
Treasurers’ Report: John Buller presented the financials. Passed and went through the 3 year look at expenses and income. The net result being that we are essentially holding on own with last year’s balance. Considering that we still have some inventory (oil, props, etc) we are doing pretty well considering the economic challenges faced today. Finances discussed and approved for sending state champion to Nationals.
Accepted as presented and accepted.
Youth: Jason Hooper and Jim Brinkerhoff discussed this challenging program. Lots of great ideas talked about, but the challenge remains to turn ideas into Youth participation. Any and all ideas from clubs are encouraged.
New Business: Smaller jamboree planned again for early December. Need to make sure there are no scheduling conflicts. Trying to organize a “Bass tournament scheduling summit” or something like it. As some lakes and waters are becoming less fishable others are emerging.
Conservation: Chuck Lang had an extensive report to present and has been very busy. Please take the time to review the posted report. An issue that we all need to look at is reservoirs that could be potential tournament and solid fishing waters have no bag limit (examples are Wickiup and Thompson). We need to stay ahead of this curve and support Chuck and his efforts.

Meeting was called to order at 6:15 by President Jason Hooper. There was no Treasure Report given. The previous meetings minutes are posted on the Oregon BASS Federation website for members to read and make comments if needed.
Jason reported the Central Oregon Club has planted more Spider Blocks in Prineville in hopes of adding additional structure for bass habitat.
Dan Jordan reported that a Siltcoos Study has been completed and that a prime contributor to the declining bass population is the lack of Plankton in the lake. The feed and the health of the lake remain in real doubt and Oregon BASS is more able and willing to help with efforts to help bring back this once proud fishery.
Jason talked about the Website and the challenges in keeping members updated and most importantly receiving input from the membership. Oregon BASS sent questionnaires to all the federated clubs asking for input on the Tournaments, the website and any other concerns our federated clubs have.
More clubs are responding and provide valuable input for the future direction of Oregon BASS. Some of the comments included a pro’s pointer from State Team Members in the newsletter, drop throw outs and keep moving tournaments around the state.
Jason discussed the Sportsman Show and how difficult it is to secure sponsorships. Businesses are choosing to put their promotional budgets in other areas. It is also harder to secure volunteers to help with the operation of the show. If we want to continue there will be need for numerous volunteers to really help with securing vendors, sponsors and promoting the Show. Without additional help it maybe difficult to keep the Sportsman Show operational. It has become bigger than a one person operation for our state federation.
Jason is looking for someone to take over the website operation. This would involve securing and up loading stories and helping with Tournament Standings. If anyone is interested or knows someone that might be interested have them contact Jason Hooper for more details.
The 2011 Oregon BASS Team is heading to Navajo Lake, Bloomfield New Mexico for the Regional BASS Tournament May 11-13. Tristin Decker will be there for the Junior BASS Tournament to be held May 13.

Minutes from last Meeting: Tom McArt announced minutes have been posted on website and accepted as is.
Election results were posted and read: Orville retired after an amazing 20 plus years of service!

Treasurers’ Report: John Buller presented the financials. Went thru a look at the year as a whole. Accepted as presented and accepted.
Youth: Jim Brinkerhoff introduced. Columbia River Bass masters volunteered to “house” youth if other clubs can’t get their minimum of 6 kids.
Conservation: Chuck Lang had a lengthy report with much of the discussion surrounded a warm water caucus. This caucus could potentially serve as a voice for warm-water fishermen in the political arena. It was motioned and passed to table it until we find out exactly the cost and what would get for these funds.
Tournament Report: Jason Hooper went over schedule and format. 80% payout again. A very lively discussion took place in regards to the waters picked for this year. There are some that would like to stick to traditional waters and others who believe fishing some new areas could well bring in new fishermen to Oregon BASS. A tournament committee was formed. Fish off was voted on and August 28th at Hood River was decided on.
New Business: Ed Chin volunteered to keep up the all tournament schedule and gave a deadline of February 28th as the last day to make changes. There was also some discussion of next years Jamboree. The Jamboree has great potential to be a great fundraiser but more help and volunteers are needed.

Conservation report; Chuck had requested a $50 donation be made to a parting gift for Chris Horton who has accepted a new position and is leaving BASS the end of July.
Chucks report will be posted on the web page.
Financial Report; John reported on the state of the organizations financial state which is good at this time. He stated that taxes where paid and all other bills have been paid to date.
Tournament Report; Jason reported the tournaments are complete 21 folks have qualified for the fish off August 21-21. People need to respond to his e-mail so he can figure out boaters and non boaters ASAP.
Youth Report; Jason continues to look for a Youth Director for next year. Our youth count is down this year and we need to work on building it back up. There have been two youth tournaments and we have 2 youth that will be joining the state team to fish the last day of the Divisional tournament next spring they are. Nathan Bromley, and Chris Decker. We also are looking for a youth sponsor to help offset cost.
Sportsman Show; We will be moving the show back to first weekend in December due to several things. Many of our members want it there as in the past. It will be at the Fair grounds again this year but in a smaller building it will also be only one day
December 4th with a meeting the evening before to set tournaments and a BASS business meeting. Jason needs help please contact him ASAP
State Team 2011; Jason stated that the state team has not always fulfilled their requirements as their contract require and that starting 2011 more attention will be placed on this taking place.
Next meeting will be August 21 Saturday at Tenmile lake during the fish off for 2011 state team. The main point of business will be nomination of officers for 2011-2012

Treasurers’ Report: John Buller presented the financials. Passed and went through the 3 year look at expenses and income. The net result being a slight increase on the balance sheet. Worries expressed on the income side vs. expense side.

Youth: Jason Hooper and Ed Chin reviewed the dwindling youth program. Discussed several obstacles and possible solutions for growing this important segment of the sport. Also covered that Oregon Bass has covered youth expenses and haven’t had any help, thank yous or volunteering. Ideas to change the momentum and getting some more participation.
New Business: Sportsman’s show dates discussed nothing firm yet. Some talk of moving it back to January as well as a one day vs. two day show. State Team structure and pay was discussed. 800 non boaters 1000 for boaters including their deposit. Special compensation for the alternate as he will have an extra expense of taking the youth fishing.
Conservation: Chuck Lang showed pictures of the spider blocks that are going to be placed in Prineville. We have the approval to place them in Prineville as well as a couple of other lakes. Talked about a preliminary report from Siltcoos which shows a very low level of zooplankton. Chuck has requested a copy of the report when it’s final and see if there is something long term and constructive that we can do about it. It was approved for 150.00 to go to some more blocks for a wheel chair access dock.
Tournament Report: Jason Hooper went over schedule and format. See website for further details. Jason proposed buying 6 of the new mach bags for tournaments this year.

Treasurers’ Report: Treasurer report reviewed balance to date, expenses and income since May 2009 report. Motion to accept as read, second and accepted.
Youth: Ed Chin reported the youth tourney at Cottage Grove- 9 participants. Also noted and discussed need for active Youth Director.
New Business: Reviewed Jamboree strategy and results so far. Looks to positive as far as cash goes, more importantly more involvement and support to put together the event is needed. John will report the financials at the January meeting.
Conservation: Chuck Lang reviewed conservation report. Slow time as far as activity goes. Reviewed current list of activity and accomplishment in 2009.
Tournament Report: Jason Hooper reviewed tournament dates for 2010, will be posted.

• Treasurer’s Report: John Buller was absent and the treasurer’s report will be presented at the October 8th meeting.
• Conservation Report: Conservation reports are ongoing and are available on the website.
• Youth Report: The Columbia River Club held our youth tournament for the year. We have two youth who have qualified and will be going with the State Team next spring to compete on the final day of the Western Divisionals.
• Tournament Report: Jason stated we had three tournaments this year and the contestants who qualified and signed up are fishing August 22nd and 23rd in the State Fish-off. The State Team will be posted on the internet after the tournament.
• Sportsman Show: Jason talked about the show this year will include hunting and fishing versus just fishing as in the past. Jason is looking for volunteers to assist on October 16, 17 and 18, 2009. The show setup is the 16th and the show itself will be the 17th and 18th. All those making the State Team will be asked to help. Information on the show can be downloaded off our website.
• Nationals: Byron Chavez will be representing Oregon at the Nationals and has requested some financial assistance so he can prefish and buy his two tickets, one for prefish and the other to attend the Nationals in October. It was moved and seconded to give Byron $1000. for tickets and prefish expense. Motion passed.
• Next Meeting: The next meeting will be Friday October 16, 2009, at the fairgrounds in Salem. Watch for time and exact place on the web.
